Who are we?

The Cantonal Institution of Social Insurance (ECAS) is an autonomous public law institution that administers and coordinates the activities of the Compensation Fund of the Canton of Fribourg, the Cantonal Office of Disability Insurance and the Central Services. It thus constitutes a unique centre of expertise in 1st pillar social insurance for insured persons and businesses in the Canton of Fribourg.

Your missions

Within the "Management / Case Management" section of the Cantonal Office of Disability Insurance:

• Independently instruct and manage disability insurance benefit requests from adult insured persons over 25 years old, from case opening to decision, ensuring the quality of instruction, compliance with deadlines and the application of the legal framework, guidelines and procedures in force
• Comprehensively analyse the situations of insured persons (medical, professional, social and personal) and identify resources, obstacles and levers in relation to work capacity and reintegration possibilities
• Ensure case management of the file according to a case management approach, developing, coordinating and adapting an individualized action plan aimed at maintaining employment or professional reintegration
• Implement and coordinate appropriate, simple and targeted early intervention measures in collaboration with insured persons and relevant partners
• Ensure the role of primary contact person with insured persons and coordinate exchanges with employers, doctors, internal and external partners in order to promote effective interdisciplinary collaboration
• Draft decision proposals and decisions related to disability insurance benefits and handle any objections in collaboration with the relevant services
• Ensure the quality, traceability and reliability of the measures undertaken as well as contribute to professional exchanges and continuous improvement initiatives

Desired profile

• CFC-level education or equivalent, complemented by training in the field of professional reintegration, case management, social support or similar field. Or higher education in the social, health, psychology or equivalent field.
• Confirmed experience in professional reintegration, socio-professional support of people in vulnerable situations or implementation of integration measures.
• Good knowledge of social insurance (in particular LAI, LPGA, LAA, LAMal) or ability to acquire them quickly
• Knowledge of the Fribourg institutional and socio-professional network, an asset
• Excellent analysis and synthesis abilities
• Clear, appropriate and solution-oriented communication
• Professional approach combining empathy, listening and ability to set boundaries
• Mastery of French language with knowledge of German language
