PUBLIC COMPETITION POLICY FOR ASSESSMENT (IDEALMENT FOR 80%/32 ORE SETTIMANALI AND 100%/40 ORE SETTIMANALI) OF THE TECHNOLOGY AND STRADRY SUPPORT RESPONSITION, ENVIRONMENT AND ENERGY

The MUNICIPIO DI LUGANO opens the public competition for the recruitment (ideally between 80%/32 hours per week and 100%/40 hours per week) of the technical and road support manager at the planning, environment and energy division, mobility of the City of Lugano, under the conditions of the Organic Regulation of the collaborators and collaborators of the City of Lugano (ROCCL) and this competition chapter. Special requirements

• academic training in a context involving function (e.g. geomatics,

• professional experience in geodata processing and management

spatial analysis in GIS environment (geinformation);

• good knowledge of the regulatory framework of reference, in particular the

legislation on geionformation, official measurement and land planning;

• aptitude for the management of activities and collaborators, with the ability to motivate,

inspire and guide the team through the example;

• interpersonal communication, listening, mediation, negotiation and

to address and manage relationships and conflicts, maintaining a positive climate, collegiality and collaboration;

• ability to critical, organizational, planning, control, analysis,

propose and implement decisions and project management;

• editorial capacity, in particular for writing letters, reports, drafts

municipal messages, adapting the expression to the context and to the recipients, including careful verification and correction of draft documents prepared by their collaborators;

• knowledge of the municipal and cantonal territory, institutions and bodies

reference and relative dynamics;

• ability to generate and manage change and adapt to new contexts or

City strategies;

• quality guidance aimed at the efficiency of processes and services;

• precision, reliability and compliance with terms;

• flexibility, autonomy, spirit of initiative and innovation, confidence and sense

• predisposition to high working rhythms;

• attitude to both independent work and team;

• availability of continuing training (updating and upgrading

professional);

• current use of major computer programs (Windows environment, MS package

Office, etc.) and knowledge of document management or commitment to assume it;

• excellent knowledge of the Italian language (at mastery level/C1 or equivalent or

superior).

• professional experience in conducting activities and collaborators;

• professional experience in official measurement and nomenclature

of the streets (road);

• professional experience in spatial development (e.g. planning,

mobility, environment, etc.);

• knowledge of German and/or French;

• licence to conduct cat. B.

Planning, environment and energy, mobility Division Planning, environment and energy, mobility (DPAM) is responsible for the Regulatory Plan and more generally the issues with territorial impact, also dealing with mobility and transport policy, as well as environmental and energy issues. The issues relating to the management of mobility and transport are declined in public transport, slow (cyclable and pedestrian) and individual motorized. Technical and road support deals with the management and processing of geodata, official measurement and city road. Mansions This professional figure is responsible for the organizational unit entrusted to him/her, plans, sets and checks, participating in the same, the activities of DPAM technical and road support in compliance with the objectives set, both process and project, ensuring, in close collaboration with the Directorate, the respect of costs, procedures, times and quality.

In particular

• care for the preparation, management and analysis of territorial data in compliance with the directives,

of rules and procedures;

• the supervision of the activities related to the processing of geodata and the road

citizen delegated to third parties;

• supervises and coordinates the work, in collaboration with the Computer Division, aimed at

creation and management of a municipal geoportal and an online 3D spatial model such as internal work tools for administration and with the aim of opening them to the public;

• supervises and cares relations with the auditor geometra, in collaboration with the

Computer division, in the context of current official measurement work, in particular in the context of the contract of performance and cathartic renewal;

• cooperates with the Computer Division and the Legal Affairs Division

in the elaboration of internal directives and standard models relating to the management of territorial data; 3

• co-ordinates and supports employees, promoting autonomy,

responsibility and professional development and ensuring the evaluation process;

• provides its professional update and plans that of employees

together with the superiors and the Human Resources Division;

• takes care of the relations between the public body and the private, between the public body and experts and

between the public body and the canton, as part of the management of territorial data;

• care for relations with the cantonal offices of the geomatic and the catasto and the reorders

landowners as well as with other autonomous bodies, such as AIL SA, Consortium of maintenance of water courses, etc.;

• participates in meetings with the Municipal Council committees to provide

explanations, as well as, on time, to working groups both municipal and cantonal on subjects of their own competence;

• provides advice to other city services (private, public, etc.) and to

private individuals (citizens, architects, engineers, planners) with regard to aspects related to geodata, in particular with regard to regulatory plans, official measurement and city road;
