Role overview

The Office for Migration and Civil Law (AFM) is a department of the Department of Justice, Security and Health (DJSG) and is responsible for the implementation of immigration and asylum legislation at cantonal level.

The AFM currently employs around 230 people at more than 20 locations in the canton of Graubünden.

  • In cooperation with the management as well as internal and external specialists, you are responsible for the strategic and operational development of the department’s digital services, specialist applications and business processes.
  • They develop the Office’s digitalisation strategy with a focus on digital transformation, the further development of electronic data exchange with surrounding systems and sustainable operational and organisational development. In-depth knowledge of AI applications

Company and context

  • As of January 1, 2027 or by agreement, we are looking for a project manager in computer science and organizational development who will be responsible for the strategic, conceptual and operational management of the digital transformation of the department.
  • They supervise and lead selected computer science and organizational projects from the preliminary study through planning to implementation.
  • In doing so, you analyse and visualise issues, develop concepts and decision-making principles, develop work packages and create project planning.
  • They ensure that project goals are achieved in compliance with cost, deadline and quality requirements.
  • You will analyze and optimize business processes with a focus on process analysis and process design.
  • You will support the departments in the redesign and digitization of processes as well as in the introduction of new systems and organizational changes.
  • Her area of responsibility includes the operational coordination of the areas affected by digitization, including participation in budget planning and monitoring, procurement as well as performance and contract management.
  • They shall ensure that the digitisation activities are carried out as required, economically and in accordance with the Office’s strategic objectives.
  • They act as the central point of contact for ICT and digitalisation issues within the Office and coordinate cooperation with internal and external service providers.
  • They maintain a regular exchange with the stakeholders, identify the need for action at an early stage and accompany the implementation of suitable measures.
