- Work closely with cross-Secretariat project teams to deliver robust evidence bases, actionable options and recommendations, and implementation plans aligned with Gavi’s strategic priorities;
Main responsibilities
- Key Responsibilities The Manager, Policy leads the development of programmatic, funding and vaccine policies and investment cases that shape Gavi’s future direction. include:
- Work closely with cross-Secretariat project teams to deliver robust evidence bases, actionable options and recommendations, and implementation plans aligned with Gavi’s strategic priorities;
- Produce high-quality, insight-driven deliverables—including policy documents, presentations, decision memos and vaccine investment cases/assessments—for Gavi’s CEO, Senior Leadership Team, and Board;
- Coordinate stakeholder engagement across the Alliance at technical and leadership level, facilitating transparent, inclusive processes and fostering alignment across Secretariat teams, Alliance partners and senior leadership;
- Provide policy interpretation and translate policy priorities into practical implementation plans, including facilitating integration into Gavi Secretariat guidelines, processes, and programmes.
- As examples, the initiatives that the Manager will lead cover the following questions:
- What new vaccines from its current Vaccine Investment Strategy and its assessments of vaccines with epidemic and pandemic potential will Gavi adopt into its portfolio?
- What will be Gavi’s approach to identifying and prioritising new vaccine investments in future strategic periods?
- What is the design and roll-out plan for Vaccine Budgets in Gavi 6.0 that enable countries to maximise the impact on Gavi 6.0 Strategic Goals while strengthening predictable planning?
- How can the Alliance further transform its cash and partner funding architecture for countries to enable maximum impact on its strategic goals while increasing simplicity?

- Typically 5 to 7 years of professional experience, including at least two years of professional experience in programme policy development and/or programme strategy design is required.
- Experience in global health, global development and/or the non-profit sector required.
- Experience in a leading management consulting firm and experience in the private sector (healthcare, impact investment or management consulting) a strong plus.
- Experience working with vaccines, immunisation or infectious diseases, understanding of epidemiology and work experience in developing countries a strong plus. Education and Qualifications
- Advanced degree in business administration, public health, epidemiology, medicine, public policy, economics, international development or equivalent required. Technical and Functional Skills
- Global Health knowledge: Excellent knowledge of global health institutions and the dynamics in the broader global health and development ecosystem.
- Strategy & Policy Development: Ability to structure and refine programmatic strategies, policies, and investment cases, translating evidence and stakeholder input into actionable options and recommendations aligned with the organisation’s strategic goals.
- Analytical Problem-Solving: Demonstrated capacity to break down complex issues, use qualitative/quantitative analysis (incl. for health economic and epidemiologic analysis), and develop evidence-based options for senior decision-makers, especially in global health or development settings.
- Preparation and Presentation of Insight-Driven Deliverables: Advanced skills in producing and presenting high-quality policy documents, presentations and memos for executive audiences (CEO, Board, Leadership Team), ensuring content is rigorous, clear, and decision-ready.
