Your tasks – strategically, socially relevant and shaping

• Overall responsibility for the strategic, technical, personnel, organizational and financial management of the Cantonal Social Office as well as its future-oriented further development
• Overarching technical management of social assistance, asylum, advancement of alimony and debt collection, assessment centres and other projects
• Ensuring a high level of professional and legal quality
• Strategic reorientation of the asylum area and development of viable solutions for future tasks
• Develop a sustainable vision for social assistance and actively shape the further development process together with communities and other partners.
• Early detection of societal, legal and professional developments as well as initiation and control of reforms, legislative projects and organisational developments
• Advising the director and political authorities on socio-political and enforcement-related issues as well as responsibility for central political affairs
• Maintaining and further developing cooperation with municipalities, the Federation and other partners
• Representation of the canton in intercantonal bodies and conduct of demanding negotiations
• Responsibility for finances, resources, risk and quality management as well as representation of the Cantonal Social Office vis-à-vis authorities, professional organisations, media and the public

Your profile – strategically, politically savvy and leadership-strong

• University degree in a discipline relevant to the function as well as several years of experience in a demanding management function
• In-depth experience in public administration and a strong understanding of socio-political, legal and social contexts
• Strong strategic thinking and the ability to identify long-term developments at an early stage, derive options for action and develop a clear vision
• Experience in dealing with political authorities and a good understanding of the cantonal decision-making processes as well as the different roles of cantons, municipalities and other partners
• High level of persuasion and assertiveness, negotiation skills and the ability to bring different interests together and develop viable solutions
• Change-prone and integrative leader who gives orientation, transfers responsibility and wins employees for common goals
• Sovereignty in dealing with complex, controversial and politically sensitive situations as well as high resilience and a sense of personal responsibility
• Strong communication skills, diplomatic skills and the ability to communicate complex issues to the addressee and convincingly both internally and externally

Cantonal Social Office

The Cantonal Social Office (KSA) monitors and checks the work of the municipalities with regard to the proper implementation of social assistance, among other things in the form of audits. It also advises, trains and supports the 86 Basel bidder municipalities in the implementation of social assistance. Furthermore, the Cantonal Social Office is the cantonal office for jurisdictional issues and for medical emergencies. In the complaint procedure, the Cantonal Social Office initiates complaints against decision-makers of municipal welfare authorities. In the area of asylum and refugees, the Cantonal Social Office cooperates with the Confederation and assigns the persons assigned by the Confederation to the municipalities. It also supports communities in promoting the integration of people from the asylum and refugee sectors. Furthermore, the Cantonal Social Office advances child support contributions and supports persons in the case of separation in the demand of legally determined maintenance contributions. The Cantonal Social Office also assumes cantonal tasks regarding rental interest contributions and home permits in the canton. In addition, the Cantonal Social Office is involved in poverty prevention and combating, addresses overarching issues of poverty policy as well as political initiatives and formulates socio-political strategies and concepts.
