Role overview

In order to support the structural improvements sector of the Directorate for Agriculture, Viticulture and Land Improvements (DAGRI), we are looking for a project manager.

Land improvements in the canton of Vaud aim to improve the living conditions and economic situation of the rural world, particularly in mountain and peripheral regions.

  • Advanced EPF or HES training in a field of engineering (agricultural engineer, civil engineer, forest engineer EPF or HES) or training deemed equivalent.
  • Experience of about 5 to 7 years in conducting construction projects, ideally in the fields of rural engineering or civil engineering.
  • An audit experience is also a relevant profile for this position.
  • Excellent analytical, synthesis and writing skills, with the ability to analyze processes, develop procedures and produce technical documents.
  • Relationship and spirit of collaboration, allowing working with a variety of interlocutors.
  • Global vision and sense of perspective, with a good ability to understand the issues as a whole.
  • An understanding of written German is an asset.

  • Within the DAGRI, you help ensure the quality, compliance and sustainability of structural improvement projects, while participating in the evolution of practices and tools in the sector.
  • You intervene at the crossroads of project monitoring, monitoring, analysis and advice, in collaboration with the DAGRI teams, the authorities and the various partners involved in the projects.
  • Your expertise enables you to structure processes, secure public investment and support project promoters in the realization of their works, while contributing to the evolution of the regulatory framework and practices of the sector.
  • Design and implement an internal control system for the structural improvements sector, ensuring compliance with applicable legal bases, directives and procedures, and contributing to the integration of the sector's procedures and processes into the future grant information system (SIS).
  • Design and implement the monitoring mechanism for subsidized projects in order to ensure the conformity of the works carried out with the grant decisions, their use in accordance with the intended allocation and compliance with maintenance obligations.
  • Develop, update and disseminate the sector's technical documentation to make requirements and obligations clear and accessible to project promoters.
  • To contribute to the modernisation of the legal and regulatory framework for land improvements, in particular through the analysis of existing arrangements, comparative studies and the formulation of development proposals, in collaboration with the legal unit.
  • To advise and support public and private entities, contractors and contractors in the design, planning, implementation and monitoring of their land improvement projects, including technical, administrative, legal and financial aspects.
