Role overview
The Territorial Organisation Unit (UOT) of the Directorate-General for Social Cohesion (DGCS) contributes to the reflection and management of the organisation of social benefits in the cantonal territory.
It analyses the needs of the different regions, coordinates the actors involved and accompanies the implementation and development of social arrangements, ensuring their coherence and accessibility for the population.
Its mission is also to ensure a coherent and cross-cutting vision for the housing stock subsidized by the DGCS, which includes medical and social accommodation (EMS, EPSM, ESA) and productive workshops, i.e. approximately 400 buildings managed by 250 partners.

- Structure and implement phase 1 of the 2nd generation Vaud climate plan DSAS-1 project, which aims to provide an overview of the housing stock that accommodates vulnerable populations and is supported by the DGCS.
- Pilot Phase 1 of the Vaud climate plan DSAS-1 project (EMPD 24 LEG 168) and ensure its progress according to the planned schedule and the dedicated budget envelope.
- Advise, inform and support external agents, internal contacts and partners involved in the project DSAS-1 of the Vaud climate plan.
- Initiate and pilot phase 2 of the Vaud climate plan DSAS-1 project by defining and implementing one or more pilot projects related to energy transition, sustainability and climate, based on the results and analyses of phase 1.
- Co-build the reflections with the UOT team on energy transition, sustainability and climate issues, and be actively involved in the team's collective reflections and service on these topics.
- Master EPF in architecture or engineering, or title deemed equivalent, required.
- Project management training desired.
- Training in inventory analysis required.
- Training in energy transition expertise, an asset.
