an architect / project manager, between 80% and 100%, at the Public Building Division City of Lugano — public competition in Lugano (TI), Switzerland. Comprising of the Audience of the City of Lugano

• Requirements of general order those provided for by ROCCL and in particular: - unexceptionable conduct; - psychophysical fitness to function.
• Special requirements
• an architect's degree with academic or SUP training or equivalent;
• proven professional experience related to function;
• technical, organizational and financial management of projects;
• organizational, planning, control, analysis and implementation of decisions;
• listening ability, interpersonal communication, mediation and negotiation and availability towards the user;
• precision, reliability, dispatch and compliance with the terms;
• flexibility, autonomy, spirit of initiative and innovation, orientation to quality, practical sense of responsibility, ability to adapt and support
• experience in the role of customer representative (BHU) or in similar roles of customer support; 2
• experience in public procurement procedures;
• knowledge of a second national, French and/or German language. On the basis of the planning of the projects and their respective attributes, the needs of service, the objectives of the project and the priorities established by the managers, manages the activities connected with the concreteization of projects entrusted to him/her, ensuring the correctness of the processes, the respect of costs, times and quality. In particular:
• supervises and participates in the setting, coordination and verification of the performance of designers, consultants and other external agents;
• promotes and coordinates, where required, project contest procedures, parallel study mandates and other selection procedures of designers and specialists, collaborating in the definition of programmes and evaluation criteria;
• monitors the progress of projects and works, analyzes design and operational problems and defines the necessary corrective and replanning measures;
• co-ordinates, with the different actors involved, the programming and implementation of the project activities;
• it performs in its own or accompanies feasibility assessments of the projects, analysing technical, economic and procedural aspects;
• it cooperates with the definition of the objectives and requirements of the projects, ensuring the quality, functionality, sustainability and control of the costs;
• it organizes and plans the implementation of the projects by defining priorities, operational phases, times and methods;
• maintains regular contacts with the internal and external partners of the Municipal Administration for all issues of its competence;
• set Municipal Messages and assists the direct superior in drafting them;
• periodically informs its superiors about the progress of the projects in relation to times, costs, quality. In addition:
• other work assignments compatible with its function and its skills can be given.
