Tasks

• manage and evaluate projects, measures and mandates within the Cantonal Integration Programme (PIC), in collaboration with the Delegate to the integration of foreigners and its team, ensuring consistency with the objectives, priorities and federal and cantonal directives
• to draw up analyses, prepares and contribute to the preparation of financing decisions, in collaboration with the Delegate to the integration of foreigners
• to accompany and support promoters in the definition, development and implementation of projects, promoting participatory processes and collaboration between institutional and local actors, and ensuring interlocution with associations, institutions, municipalities and other partners
• monitor the implementation and results of projects, through meetings, visits, progress verification and indicators, analysis of activity reports and assumptions
• contribute to the financial, qualitative monitoring of the ICP, through the collection, verification and consolidation of the data necessary for the reporting to the Confederation, as well as to the operational relations with cantonal and federal agencies and partners
• participate in the strategic development of the SIS intervention areas, collaborating with Delegate to the integration of foreigners to the ideation and realization of projects and initiatives, including pilot and innovative projects and the construction of partnerships and the search and diversification of possible cofinancing
• also participate in network activities, working groups and coordination moments with cantonal, municipal, federal and local partners

Requirements

• full university education (bachelor and master's or bachelor's or bachelor's) obtained at a university, a federal technician or a professional university, preferably within the social sciences
• professional experience relevant to the function, in particular in the management, development and monitoring of social or institutional projects; an experience gained in collaboration with institutions dedicated to integration and public institutions is a preferential title
• strong analysis and synthesis, organization and planning skills as well as ability to anticipate criticality, needs and developments
• ability to analyze estimates, assumptions and main financial elements related to project management
• precision, reliability, rigor and orientation of solutions
• ability to promote change and develop effective collaborations with services, institutions and external partners
• good knowledge of the territory and the institutional and professional context of reference; knowledge of the national network is preferential title
• good editorial skills and elaboration of analysis, pre-arrangements, relations and institutional texts
• excellent knowledge (conversation and editing) of Italian and good knowledge, written and oral, of a second official language; knowledge of the third official language is preferential title
• good mastery of current use computer tools, especially Word, Excel and PowerPoint
• ability to work independently and responsiblely and collaborate effectively within a small team
• flexibility, ability to adapt to changing working contexts and attitudes to interdisciplinary work

Special remarks

• the function of scientific collaborator/scientist/a I (class 10) can be attributed only to candidates who have complete academic qualifications: university license, degree, Bachelor's + Master's degree or professional university (Bachelor + Master 270/300 ECTS credits) and who have gained at least 15 years of professional experience in the required scope
• the function of scientific collaborator/scientist/second (class 9) will be attributed to candidates possessing only a Bachelor's or a short degree or to candidates with less than 15 years of professional experience in the required field and possessing full academic qualifications: university license, degree, consecutive university master's degree or professional university (Bachelor + Master 270/300 ECTS credits)
• (Article 15 and 16 of the GROSS) as defined until 31.12.2027, possibly renewable

Terms of use

• appointment or assignment: these are those provided for by the Law on the sorting of employees of the State and teachers of 15 March 1995 (LORD) and the relevant Regulations. Any amendment of the law concerning salary and organization remains explicitly reserved
• working hours: 42 hours per week (for a 100% employment ratio), flexible or according to service requirements
